UTILITY COMMISSION MEETING
NOVEMBER 9, 2006
MINUTES
CALL TO ORDER: Chair Phil Gale called the City of Roseburg Utility Commission to order at 3:09 p.m. on November 9, 2006, in the City Hall Third Floor Conference Room.
ROLL CALL: Present: Chair Phil Gale, Commissioners Brad Kelsay, Doug John, Fred Dayton, Dick Filley, and Richard Weckerle
Absent: None
Others Present: Keasey Street Resident Rick Kennedy
Attending Staff: City Civil Engineer Dick Hutton, Engineer Technician Sandy Cook, City Contract Employee Dave Wiebe, and Public Works Secretary Chanelle Rogers.
APPROVAL OF MINUTES: Dayton moved to approve the minutes of the October 12, 2006 meeting with correction. Motion was seconded by Weckerle and carried unanimously.
DISCUSSION ITEMS:
South Keasey Street Drainage: Wiebe informed that The City of Roseburg placed 1½ inch asphalt overlay on South Keasey Street this past summer. Some of the residents have expressed concern that the new asphalt could cause additional problems with the existing drainage. David Lee with Pace Engineering (the design firm for the overlay project) made a preliminary evaluation of the site. A copy of the report was attached along with the letter that was sent to the residents. The City proposed to construct unconnected shallow drainage swales adjacent to the street between the existing driveways and at locations that have tended to pond water in the past. Excess water from adjacent yards and the street will accumulate in the swales and then slowly percolate into the ground in the hours following rainfall events. Included in the letter to the residents was a consent form to sign and return to The City if they were in favor of having the swale constructed in front of their residence. The City received two responses back from the neighborhood. The City will go ahead and install the two swales in front of the residences that consented, and see how those work. The neighbors will be informed so they can evaluate to see if they would like them installed in front of their own properties. Due to the weather the two that were consented to aren’t able to be installed now, they will be when the weather is better.
MOTION: Dayton moved that the Utility Commission recommend staff proceed with installing the two swales. Motion was seconded by Filley and carried unanimously.
Main Reservoir Site Visit: Hutton gave a brief explanation of what the commission members would be looking at on their trip up to the reservoir.
INFORMATIONAL ITEMS:
Attendance Summary: An attendance summary was included in the agenda packet; this will make it easier for the Commission members to make sure they are meeting the required 75 percent attendance.
BUSINESS FROM THE COMMISSION:
AUDIENCE PARTICIPATION: Rick Kennedy, Keasey Street resident felt that some of the residents were making the problem more then it really was, he thinks taking away the on street parking might be an issue, doesn’t feel that this section of Keasey needs sidewalks. He does think that installing the two consented swales is a good way to see if this solution will work.

ADJOURNMENT: Meeting adjourned at 3:45 p.m. Following the meeting the commission members took a tour of the Main Reservoir Site.
