UTILITY COMMISSION MEETING
OCTOBER 13, 2005
MINUTES
CALL TO ORDER: Chair Phil Gale called the City of Roseburg Utility Commission to order at 3:40 p.m. on October 13, 2005, in the City Hall Third Floor Conference Room.
ROLL CALL: Present: Chair Phil Gale, Commissioners Milt Bartholomew, Joe Brumbach, Doug John, Brad Kelsay, and Fred Dayton
Absent: Dick Filley
Others Present: Mark Leedom, ODOT Project Planner, and Noel Groshong, Umpqua Basin Water Association
Attending Staff: City Manager Eric Swanson, Public Works Director Clay Baumgartner and Public Works Secretary Chanelle Rogers.
APPROVAL OF MINUTES: Brumbach moved to approve the minutes of the August 10, 2005 meeting. Motion was seconded by Bartholomew and carried unanimously.
DISCUSSION ITEMS:
Winchester Bridge Replacement and Water Line Crossing: Mark Leedom, Project Leader from ODOT, discussed ODOT's plans to make major repairs/upgrades to the Hwy 99 Winchester Bridge and the I-5 bridges that cross over the North Umpqua River. Construction on the I-5 Bridge will place additional traffic (including truck traffic) on the Hwy 99 bridge, therefore, the first phase of construction will be to widen structure, replace the rails, repair floor beams, columns, and the deck of the Hwy 99 bridge. ODOT is beginning a public participation process in mid-October 2005, with construction anticipated to begin in the fall of 2006. ODOT has approached utility providers, including the City of Roseburg Water Department, to determine whether utility providers want to request provisions for utility crossings. This is a rare opportunity to make a cost effective river crossing and will make City of Roseburg water available north of the Umpqua River. The northern limits of Roseburg water service ends at the North Umpqua River, even though the UGB extends north of the river, because there currently is no river crossing for a City water transmission main.
MOTION: Dayton moved that the Utility commission request that City of Roseburg staff work with ODOT through the course of the designs of these bridge projects to provide for a means of carrying adequate water across the river. Motion was seconded by John and carried unanimously.
Dixonville Water System Task Force Committee: Baumgartner confirmed the tentative meeting times that have been established for the task force committee for the evaluation of the Dixonville System Acquisition inside the UGB.
Project Update: Attached was an updated list of the projects with Utility Commission oversight. Baumgartner briefly went over the list of projects and what stage they are in at this time. An "updated" summary will be provided at each monthly Commission meeting in the future.
