CITY OF ROSEBURG

UTILITY COMMISSION MEETING

DECEMBER 8, 2005

MINUTES

CALL TO ORDER: Chair Phil Gale called the City of Roseburg Utility Commission to order at 3:35 p.m. on December 8, 2005, in the Water Treatment Plant Second Floor Conference Room.

ROLL CALL: Present: Chair Phil Gale, Commissioners Milt Bartholomew, Dick Filley, Doug John, and Fred Dayton

Absent: Brad Kelsay, Joe Brumbach

Others Present: Sue Hatfield Dixonville Water Association Customer, Chelsea Duncan News Review

Attending Staff: Public Works Director Clay Baumgartner, Finance Director Cheryl Guyett and Public Works Secretary Chanelle Rogers.

APPROVAL OF MINUTES: Dayton moved to approve the minutes of the November 10, 2005 meeting. Motion was seconded by Bartholomew and carried unanimously.

DISCUSSION ITEMS:

City Acquisition of Dixonville Water System: Gale gave an update as to what took place at the last Dixonville Task Force Meeting. Baumgartner informed that the Task Force Committee has not reached a decision, another meeting has been scheduled for December 14, 2005 at 3:30pm.

Calendar of Meetings: Baumgartner went over the dates of the Utility Commission meetings that are scheduled for the 2006-year.

Commission Attendance Requirements: Baumgartner informed that the City is enforcing an existing ordinance that requires Commission members to attend 75 percent of scheduled Commission meetings. If there are 12 meetings scheduled for the year, a commission member could at the most miss three meetings during the year. Members that do not comply with the attendance requirement will be removed from the Commission (but can reapply). Included in the packets will be an attendance summary sheet to help staff, the Commission Chair, and Commission members keep track of attendance on a monthly basis.
