Flood Elevation Certificates


 

Why do I need to complete an elevation certificate in order to build or place a structure in a flood zone?

If you are building in a floodplain, City of Roseburg Land Use and Development Ordinance requires that have your surveyor, engineer or architect complete a pre-construction elevation certificate and have that elevation verified by the building inspector during construction. Prior to receiving a certificate of occupancy, you must also provide a post-construction elevation certificate to ensure your building complies with Roseburg’s floodplain ordinance requirements. Additionally, this form is used to set your flood insurance premium.

Listed below are flood elevation certificates received by the City of Roseburg (note: the City does not have a record of all flood elevation certificates, just ones required per LUDO during construction).
